If I purchase a 1 year sub while I have an active 1 month sub will I get all 19,800 Crowns at once when I purchase the yearly sub?

No, because you can't buy one year of ESO+ time. You can change your subscription to a yearly basis, and then only when your current ESO+ time expires, you'll then be charged for one year instead of one month. Otherwise, this would be a decent way to buy Crowns in a rush (which would be nice). In fact, you can try it, and you'll see that you aren't charged and that your Crowns don't increase. Then you have until your ESO+ time expires (or a few days ahead of time just in case of delays) to change your mind.
I'm not aware of any way to end your ESO+ time early so that you can resub for a longer duration, and I'm not sure support would even help with that.
This is based on my experience with purchasing ESO+ through the ESO website on PC NA. I'm not aware of it working differently or not on other platforms/regions.PC-NA
