@Servadei - he's saying where he lives (the country) is causing the "no" answer from CS.
I honestly do not understand, why do we need to suffer because they cannot control the so called "bad actors" Instead of trying to actually find/stop them, ZOS decided to block everyone and just let a few pass..

OK sure. That's everyone's choice to make. But I also feel like they've made a legitimate effort to open up gifting for as many people as possible while blocking as much fraud as possible.
After all, it is absolutely a benefit to their bottom line for legit players to be able to gift. It's not like they don't *want* all legit customers to be able to do this. But as I said, it feels like there is definitely room for improvement to this system, especially when it comes to unlock requests and using common sense to look over someone's activity. (but not knowing how all of this works behind-the-scenes, that's my very non-professional opinion lol)
