I'm trying to put the dlss 4 dll but i read somewhere that you could be kicked from the server for cheating, is that true?

Baertram✭✭✭✭✭This is nothing that is addon related, that's a "modificiation of graphics", please reach out to ZOs directly and ask them this question.
I'm not sure about that dll file but other modifications for visuals like better shaders e.g. "Reshade" and such did not get ppl kicked (afaik)

Baertram✭✭✭✭✭Write them a private /direct message, or use the official forums here (other subforum though, but not the AddOns section as this is not addon related) and mention them like I did, via the @ tag.
Elder Scrolls Online AddOns are ONLY code which change the UI (e.g. help with inventory handling by adding visual indicators), and not modifications/mods like other Games (skyrim etc.) use to totally change models, add new content or change any graphic effects -> ESO addons cannot do that.0
