Dungeon boss not spawning: Tomb of the Apostates

The dungeon boss in the Tomb of the Apostates (Gwaeregil) in Malabal Tor is not spawning. I do not have this delve on this character. Several other players came to boss-spawn area while I was waiting, but boss never spawned. Typically, boss will spawn/respawn in 5 minutes. I gave up after waiting for 20 minutes for a spawn.
