allow us to repair siege without unequiping

There is almost nothing as irritating in the game as being forced to unequip siege to repair it, and some noob comes and steals your cold fire ballista.

We should be able to repair it without dis engaging-- could take the same amount of time, just you wouldn't lose your siege to noobs or trolls.

or at least that your siege weapon cannot be stolen
