A few questions before buying Seasons of the Worm Cult DLC

I've had a bit of a backlog of games as well as been occupied with other ventures, so the last time I bought the annual chapter was High Isle, namely the Collector's Ed. Unlike previous chapters, High Isle was strangely the only one that didn't come with an achievement-dependtant, gold-purchasable house, in addition to the normal inn-room. These gold houses as a chapter-feature were evidently brought back with Necrom and Gold Road and it appears there is a gold house coming with Worm Cult's DLC if the PTS is to be taken at face value. If at all possible, I would just wish to be sure that I am not mistaken before I purchase and come back in a few months time?
Also, I had heard there was/is an issue with discounted ESO plus not billing out correctly? Is that actually going to be resolved? That's not the sort of snafu I would be especially at ease with, I was frankly lucky enough to hear about it, as I had been considering taking up the offer, if only purely to aquire a few crowns for some hitherto hypothetical house. It feels really odd, that Zemimax has seemingly, at least at first glance, just left poor Kevin holding the bag with a bunch of angry ents nearly ready to march on a proverbial Isengard...

✭✭✭✭✭Yes, there is a gold house. It’s the Bismuth steam baths. Only High Isle didn’t have a house, Gold Road and Necrom have good houses too.

✭✭✭Is it confirmed that the house in the new zone will be purchasable with gold? Or just that it's not for crowns?
Because High Isle did not have a house purchasable with gold, but it did have one that was obtainable from an event.0 -
