Option to disable banner visual effects out of combat

Please, give us an option to disable other players banner visual effects out of combat. I'd love to have the option to disable it permanently, anywhere in the game, but at least in combat we always have the option to leave the group and go play somewhere else. Unfortunately, even out of a group and out of combat, there's always someone ruining the game's immersion with that thing activated for no reason. We already have so much visual noise... Please, let us disable at least this one. No one needs to be flashed with other players' banner effects while doing writs or solo quests. It's just more noise to all the noise.
