Strange Slow Camera Movement Problem

When in game, my camera will move slowly in the direction that I moved my mouse constantly. For example, if I move it right, it moves right just fine but when I stop moving the mouse, the camera will keep going that direction but very slowly. This isn't the mouse cursor, just the camera while in game view. When I'm in the menu or character screen etc, the mouse cursor doesn't move in this manner, which is very strange because I thought it would be a mouse issue. Here are some more details to help narrow down the problem:

1. It's not just the mouse because I have tried 3 different mice and even a logitech game pad all with the same exact result.
2. It does not do this in any other game I have, either with first person or third person view.
3. I have tried changing every setting from the resolution to the controls to the camera speed to setting it to windowed mode to see if it would stop it and nothing has worked.

Now here is the real kicker; it only happens when my computer is being displayed on my 42 inch hdtv through HDMI. I tried the game with my computer on a friends 23 inch monitor with hdmi and my fathers 32 inch hdtv and it didn't happen, same cord and everything. I have no idea how just changing the display could cause an issue like this one.

Any help would be greatly appreciated.

    Out of interest - does it keep moving? How far does it go if you just leave it?

    i haven't tried just letting it go. but it does it every mouse movement

    im using Windows 8.1 64bit.

    Yes, just what Jeraziah said, windows 8.1 and it just keeps moving slowly, won't stop. No success fixing it yet.

    Since I'm seeing the mention of Windows 8.1 mouse cursor issue here may I suggest looking into this http://support.microsoft.com/kb/2908279 may have to manually apply the fix yourself for ESO and test it out (In the "Let me fix it myself")

    Please make sure all other input devices are unplugged. This is a common problem in ESO when multiple input devices are being used. For example I experience this same issue when playing from a laptop, if I unplug the usb mouse all is well, or if I want to use the USB mouse I have to disable the trackpad completely through device manager. I'm used to this happening for some games when using a joystick ESO just requires a little more effort to work correctly.

    I had this and found a fix. I'm on Windows 8.1, use Logitech stuff, and play on a HDTV (60 inch Sharp if that matters). Hopefully this works for you.

    I was able to isolate the problem to launching the game via the launcher from a user account (non-admin).

    If I launch the game directly via eso.exe from the same user account - no issues what-so-ever. I think if I launch the game from the launcher using an admin account I also don't have the issue - but I seldom ever launch the game that way.

    Also - if I launch the game from the launcher with the user account, in addition to the floaty mouse issue, it will not save my resolution and locks me at 720p. Again - launching from eso.exe fixes this as well for me.

    I am also having this issue on my Windows 8.1 laptop - I have another laptop running Windows 7 with no issues. Both systems use the same Logitech mouse + touchpad.

    On my Windows 8 machine I have tried the following with no success in eliminating the floating mouse issue:

    1) Disabling my other mouse devices (either my USB mouse or touchpad).

    2) Running ESO as admin instead of user.

    3) Running ESO directly from the .exe instead of through the launcher.

    @ZOS_RobertM if you would like any other information to try and pinpoint this issue please let us know and we can provide it - although honestly from what I have been reading it is associated directly with running the game on Windows 8.

    UPDATE: Actually, after reading this thread:

    I was able to solve the issue by following the directions by @Mylum which included:

    Going to "Control Panel>Hardware&Sound>Mouse>Pointer Options then DESELECT the box labeled 'Enhance Pointer Precision'"

    After doing that the problem no longer persisted.

    Hello, I have had this problem for a while now, an dI have gotten tired of it. I finally started to search for a solution when I didn't find one that actually worked, but then I stumbled onto something at a whim.
    firstly, everything I have tried that didn't work:

    - Going to "Control Panel>Hardware&Sound>Mouse>Pointer Options then DESELECT the box labeled 'Enhance Pointer Precision'"
    - Disabling my other mouse devices (either my USB mouse or touchpad).

    - Running ESO as admin instead of user.

    - Running ESO directly from the .exe instead of through the launcher.

    none of these worked for me.

    I logged into a another computer to play on my account when I realized this person didn't have the problem I had. He also had a bad frame rate, so out of fun I pulled out my bad puppy of a PC and logged in to show him a true fps king! I logged in my pc and he logged into his. we played, but for a joke we LOWERED OUR RESOLUTION for fun. THIS HOWEVER FIXED MY PROBLEM of the slow drifting camera! I have no idea how or why this worked, but the game was set to 1920x1080 and I lowered it to 1024x768, for fun. Noticing my camera wasnt drifting anymore, I increased the resolution back to see if that truly fixed my situation, and sure enough, my screen stopped drifting

    Obvisously I hate the low resolution so I set myself to find the highest possible resolution that fixes the screen drifting problem and sure enough the ONLY resolution I have the problem is on the 1920x1080. So I set my game to 1600x900. and my game no longer has the screen drifting endlessly when my mouse is not moving problem. I still have no idea why this fixed my screen drifting problem.

    Just started noticing this strange slow panning mouse problem a week ago. The mouse will just keep moving in the last direction I stopped moving it in, but very slowly and smoothly.

    I noticed I have Mouse Smoothing on in the game options and have shut it off, will see if that helps. It s an intermittent problem that only happens maybe once an hour for me.

    Go to the Zenimax Online folder then the launcher folder. Right click on the execute file > Properties > Compatibility tab

    On this page make sure the check box is checked for Override high DPS scaling.

    That worked for me on Windows 10

    Yes, that is it. Make sure it is checked on all exe files in that foler. Think there is more than one. First time I did it I marked the wrong file.

    If that does not solve it you will need to submit a tech support ticket. Extremely unlikely you will get any more information from this thread other than open a ticket.

I have opened a ticket and they have directed me to remove all addons and repair the game... which I find it hard to believe this would have an impact on this....while earlier they suggested steps for connectivity issues..

    I wonder if that other option "disable fullscreen optimizations" has any impact.....?

    When it is not clear what is causing an issue the idea is to eliminate as much as possible which would be the add-ons.

    However, I do no think the issue was with the ESO game or this would have been an issue for a great many at the same time.

    In the end, tech support works in tiers and one must get past the first tier before getting into the groups that can handle the more challenging tickets. Keep pressing, nicely though and hopefully someone will be able to figure out your issue.
