Content Pass questing content purchasable separately?

Hi,
don't normally open threads as I usually find the answer to my question pretty quickly. This time is a bit different. I didn't watch the ESO Livestream and have only been reading up on all the things they showed, so maybe this has already been answered somewhere and I just haven't seen it yet, I'm puzzling all the info together as I go.
Anyway, I would like to know if the Season Pass/Content Pass 'Questing Content' (not the Dungeons) can be purchased separately after some time has passed. So, when a new 2026 Content Pass starts, the 2025 Content becomes available on the Crown Store or something like that.
I usually would buy Chapters after they have been discounted a lot and I assume that with this transition from Chapters to a Content Pass this will likely not be the case anymore.
So, based on what I've read thus far I have reason to believe that this Content will only by available when you buy the next Content Pass. Meaning if you want the Content from 2025 you have to buy the, then new, 2026 Content Pass. However that would likely eliminate any discounts. Is this accurate? Have I missed anything that ZOS has said?
