Question about subclassing

So I didn't understand one thing specifically about the subclassing system
Can I take any skill tree from another class and change it for any other skill tree from another class? Or do they have to be equivalent tree? For example, just exchange the first skill tree from one class for the first skill tree from another class.
If it's any skill tree, I see a big balance problem here. If I can only change for equivalent skill trees, it seems more balanced to me (far from perfect, but more balanced)

As far as we know it's any two of your skill trees can be swapped for any other skill trees from any other class, the skills on them will cost 2 points per.

I don't know if the system is fully established by ZOS dev team, but from what I understand you can replace up to 2 skill trees, any one, of any class

This is what part most people worry about.
if arc can have nerco and nb dps skill line he will have free 35% dps buff
so if you just want play original class you will weak, and if zos try nerf arc
you will got nerf too
this will be big nerf for all class or may big affect the difficulty of pve and pvp later
