Noticed that in IC or Cyro, stacks vanish if you're not in combat. Doesn't appear to be the case in overland..is that by design?

Thanks...I guess PvP is "special" compared to overland as it relates to how it works :shrug:

This is for balance reasons, as it is a bit unfair to initiate a fight with a fully charged arrow out of sneak.
