If you want elementals though, the TES series has a load of Atronachs all over the place. Those essentially take the place of elementals from other RPG universes.

So, what do you mean by "djinn"?
Original jinn aren't even elementals. They're (often invisible) spirits of all kind of sorts.
If you mean specifically elementals, then TES already has them - they're called atronachs. They work exactly like elementals from elsewhere, they just have a specific term for it.
I'm all for it. Would be nice to see chaotic beings that weren't somehow tied to the Daedric princes and have motivations of their own and also fertile ground for significantly better / more credible storytelling than the Daedric princes and their minions allow.

There are two kinds of things in the game already which fit that description.
The first is atronachs - elemental daedra, which look like humanoid figures made of fire, ice, earth etc.
The second, more rarely seen, form is the Ehlnofey or Earth Bones - aedric spirits who are believed to have helped create Nirn and the various lifeforms on it. There's a quest in Glenumbra where you meet 3 of them - guardians of earth, air and water.
Djinn would most likely be a version of one of these. If you want them in ESO they'd most likely be an atronach because we're far more likely to go to another Oblivion realm than another part of Nirn and as they've never been mentioned before it seems unlikely they'd be in Tamriel.
