"Of knives and long shadows" prologue quest non existent

I have a character that's done Vvardenfell but stopped there, but I've now decided to take her thru the rest of the trilogy. I know for sure I haven't done any of Clockwork City as none of the map is discovered save for the one wayshrine, BUT the zone's prologue quest just seems to not exist. The dispatch in the Vivec mage's guild isn't a quest giver, there's no listing for it in your Prologue Achievements, it's not even in the Crown Store under Quest Starters. There's NOTHING in game that tells me if I'd already done it or not. The only thing I found was the Quest Starter for Clockwork City itself under my Zone DLC collections being marked as Accepted.

Should I just take that as implication that I did both of those Quests a long time ago, then forgot I did?

mournhold mages guild is where the quest should start.

and Lilaltha is the quest npc, she is on Artaeum, she has a bunch of extra dialogue if you've done the prologue
"And so we meet again, on Artaeum, my home. I knew you would find your way here eventually. Yours is a will not easily constrained."
