Cannot pick up the Chim scroll in Cyrodiil

Is there an issue with the Chim scroll in the PS5 - NA - Gray Host campaign?? The Chim scroll is locked at the Black Boot keep and when Ebonheart players captured the keep, they are unable to interact or pick up with the scroll. It appears to be glitched out for some reason. Is there a known issue with this scroll in this campaign??
