anniversary achievements and rewards

Will it always be possible to earn these achievements and rewards tied to the Anniversary section under the Character achievements? like if i create a new account in September 2025 will it be able to earn these rewards and unlocks?

Those achievements are added for the tenth year of the game. So yes you can get them whenever you make an account. No achievement becomes unobtainable over time.

Actually except one but that is related to Battlegrounds. Tactician achievement as it requires you two capture two enemy relics within ten seconds of each other.
