Tanlorin Thorns and Blossoms headaches

I'm trying to do Tanlorin's special questline on another of my characters. During the "Thorns and Blossoms" quest, I made it up to the Reeves office in Skywatch, and started investigating, including the secret panel. Unfortunately, someone else was there at the same step as me with their companion, and started speaking to Hyacinth's projection... and I couldn't. My quest got stuck at the "investigate the secret panel" step, without anything to interact with. Logging of and logging in the next day did not fix this, so I decided to just abandon the quest.

Next day, trying again. At the "Activate the sparkly bird" step in Malabal Tor, my dungeon finder queue popped. On my return from the dungeon. I am still at the same step, but again, the sparkly bird is not interactable anymore. Sigh... Is there any way to re-activate this step of the quest, or do I have to abandon and start again?

    Update: nvm, for the sparkly bird, dismissing Tanlorin and then summoning them again worked.
