Update 45 Skill and Proc Responsiveness

For the past few days I've felt a difference in responsiveness across all content. One, I think can be explained by the removal of queuing skills. It's disrupted my necro rotation where I would cast spirit guardian right after contingency-- I hadn't realized I was casting guardian on global cooldown. So lately I've been missing my guardian casts and flubbing my rotation. I could probably adapt to this with more disciplined weaving or an extra ounce of patience.
But also, was there an unintended consequence with this? I've noticed some active sets fail to proc. Notably, Zoal. I break free all the time without proccing this set, mostly during PvP. Was a cooldown added to it? If so, it didn't make it into the set text.
Before U45 I could count on this set CC'ing players around me, and I would ult on it. Now it feels pretty unreliable. Has anyone else noticed unreliable set procs?
