i can't imagine zos would issue mount downgrade scrolls, but anything's possible!
Would using a controller on PC work for this? Genuine question, I don't know if the controller support on PC allows it, but if it does that could be your solution.My preference would be some equivalent to the analogue controls consoles have, but I don't think there's an easy way to do that on PC.

I swear ZOS could announce tomorrow that they’re giving away all DLC for free and there’d be half-a-dozen post on here complaining about it.

Heck, I dare say that Steed's Blessing and Celerity alone would be faster than what 10% mount speed looks likes. So with those two alone you're already moving faster than what you'd want anyway. So why use a mount at all even before the change?

I know I'm in the minority here and for most people the point of a mount is to go as fast as possible (and preferably a bit faster than that), but of all the issues with the update this is the one which is most putting me off playing right now, so I wanted to bring it up.
Important note for console players: On PC there are no analogue inputs like the thumb sticks on a controller. There are only 3 speeds to choose from: the 'default' run speed (equivalent to pushing the thumb stick all the way forward), walk which is as slow as possible, and sprint which is slightly faster than the default. So there is no way to move slower than your default run speed except to go at the slowest possible speed. I'm aware console controls offer more options, but that doesn't help me.

I've deliberately never trained any of my characters riding speed above 10%, and I settled on that through trial and error using the PTS to decide what was enough for a bit of a boost without being too fast to enable me to look around for things I might want to investigate while I'm riding to my destination. Now the base speed for untrained mounts has jumped up to be faster than what I'd chosen and all the ones where I've trained it up to 10% are far faster than I want them. Obviously I'm not using any other speed boosts, so there's no way for me to slow them down to get back to what I'd chosen for my characters.
I suspect I will eventually get used to having to keep stopping to look around instead of being able to do it while I'm heading to my destination, but right now it's very annoying and put me off playing, at least for today.
