It was, way back in Patch 1.6, in March 2015.0 -

✭✭✭✭✭The costumes only go to the person that has the finished achievement .... so most likely, that is your only character that did those missions.
This is one of the reasons I have trust issues with ZOS. As far as I know, they do not announce that an item is converted from inventory (which may or may not have been completed by the character). Before deleting them, one has to go through the Costumes section for each disguise to make sure that it is converted.
Trust issues.
