Any potion that restores stamina also gives stamina recovery.
On a different note, it's pretty ridiculous that there's so many alchemy ingredients in game with sometimes 5 different methods to create the same potion, but there is currently no combination to make a Bi-Stat potion that restores only magicka and stamina. Tri-Stat potions are getting cheaper now that columbines are 1/4 of the price from last year, but it still feels like a waste of a Tri-Stat when I only need stamina and magicka recovery without any health.

With all due respect, you've been playing TESO since 2018, you have 2,621 posts in the forums (that's a looot of posts, maybe more posts than 95% of TESO players) and you don't know such a basic thing?
Right from day 1 playing the game gives you basic stamina pots that give you staming recovery. Every single stam pot gives you stam regen.
Your words: "There are many pots that... provide magicka or health regen but none that add stamina regen."
Really? Do you have a bug that you never saw a basic stam pot in 7 years?

All potions with Restore Stamina effect give you a flat burst of stamina, plus a lingering increase to your Stamina Regen. Assuming all alchemy passives, you'll get 30% increased stamina regen for 47 seconds. So if your stamina regen is 1000, it will go up to 1300 for 47 seconds, giving you roughly 7000 extra stamina over course of potion (300 every 2 seconds).
Magicka potions work the same way. A burst of resource, and then a percentage increase to base regen for duration of potion.
