Menus are all Transparent after enabling HDR

I got a new monitor a couple of days ago and enabled HDR for ESO. I didn't notice anything different yesterday or all day today, but when I logged back on this evening I found that all my menus are now transparent.

Is this being caused by using HDR? Or is there a setting somewhere that I am missing? I really do not want it to stay this way.

    The menus are transparent in SDR mode as well (I discovered this because the Combat Metrics add-on was 100% opaque until I found the setting buried in the add-ons menu to change it, and it bothered me that it didn't fit the rest of the UI.) Turning HDR on just makes it more obvious—and unfortunately there's no obvious setting to adjust menu transparency. If memory serves, adjusting "HDR UI Contrast" should make them more readable.

    I checked Combat Metrics and it was set at 98% opaque. I turned it to 100% but I didn't expect that to make a difference, and it didn't.

    I then adjusted HDR UI Contrast in both directions and nothing changed.

    @ZOS_Kevin Is this caused by HDR? Is there anything we can do to fix it?
