Cunning Tel Var sacks Doubling when safe?

I saw this reddit post but its the only thing I can find about it.

When I get cunning scamp tel var sacks, they say like 2800 when I open them, but if I get them to a safe place by porting to Cyrodiil or something, they show double, ie 5600. Is this working as intended? According to that reddit post it has been happening for at least a year, so surely.
I thought it might be related to the event, but the event says treasure scamps aren't included. So what's the deal?!
