How do the IC trophy vaults work?

I decided to turn my unwanted tank into a PVP character. For this I needed the Baron Thirsk helmet which, according to UESP, was apparently in a treasure chest in the Legionary Vault. With 60 key fragments I had a "chance" at the helmet, which seemed like a good deal, seeing as I had 3,700 of the things.

However, when I got to the vault there was no chest, just a vendor selling Baron Thirsk shoulders (for 100 keys!), a couple of motifs, a style page and some random gear coffers that were priced in tel var.

After a bit of a panic, I realised I already had the helmet in my sticker book :D But I was wondering: have the chests gone now and been replaced by the vendor? Have the monster helms gone with them? Or is the vendor just a temporary Mayhem thing?
It's a tradition, or an old charter, or something...

    It used to be you have the fragments, you go to the vault, it converts all the fragments to keys to open the chest. That is now gone.

    Now the fragments are currency. There is a vendor. You use the currency at all those vault vendors, no need to convert them to any specific key.

    You can get the remaining hats from Baron Thirsk. Just like dungeon monster sets, hats drop from a boss. It's one of the patrolling horrors, located in Nobles District. A tiny boss so you might miss it. Watch out for the teleport strike. Otherwise not too bad.

    A slight update: the shoulder pieces can drop from the bosses. At least I got a shoulder piece from a boss there. I am not sure if this is intended, or if this is only during the event. But at least for now, there is a chance you can get a shoulder piece from one of the bosses. I don't remember any patch notes where it says shoulders can drop from the bosses, so it may be unintended.

    The other problem here is that Baron Thirsk tends to spawn near the Nobles Armory... which is by the sewer entrance. If OP has an AD alt, that might not be a problem, but if not... well, let's just say it was the last patrolling horror I managed to kill.
