Cyrodill "The List" quest bugged?

I am trying to finish this quest but after about 10+ kills the item he should drop to start the quest still didnt drop....
I am getting kinda frustrated by it, i checked my bank and alt accounts and none has the item.
Anyone suggestion what else i can try?
Attached screenshot with recent lootlog on right when person is killed and looted and no more drops gotten....
Also proof that it is not in my lorebook/eidetic memory
