Werewolf Pounce does not work inside some buildings

There are places in Imperial City where Pounce does not work. There should be no location where a player cannot use their skills like this. Certain buildings, like the one in Temple where the Sorcs streak to the side door safe zone is one of them. The whole top floor of that building will not allow pounce to cast.

Is that the Temple Rectory? It's a safe zone where your character glows blue to show you can't attack/be attacked. Just like the balconies that you enter from the side doors in each zone.
