If I own the regular PC version of the game - am I able to purchase DLC on Epic Games?

I wanted to return to the game and I am wondering if I can buy Gold Road on Epic Games - for my normal PC account. It's on sale there.

Yes but with an annoying process.

The content you own is synced when you log in; you can buy Gold Road on the Epic Games store for the discount but you'll have to then launch ESO (so download it on Epic Games) for it to sync up with your ESO Account fully; after that ESO will recognize, regardless of where you launch from, that you have a valid Gold Road purchase.
