There are no DLC packs to purchase?

ESO was selling DLC upgrades and packs, bundling many DLC's. During Black Friday they were on special. In 2024 they did not do this.
I finally got a few new players and bragged about these deals.... which I think now are only history.
Anyone know if they are going to return?

I'm currently seeing the following DLC packs (bundles) in the Crown Store:

4,000 Crowns - Guilds and Glory (Imperial City, Orsinium, Thieves Guild, Dark Brotherhood)
3,500 Crowns - Year Two Mega-Pack (Shadows of the Hist, Horns of the Reach, The Clockwork City)
3,500 Crowns - Year Three Mega-Pack (Dragon Bones, Wolfhunter, Murkmire)
3,500 Crowns - Season of the Dragon (Wrathstone, Scalebreaker, Dragonhold)
3,500 Crowns - Dark Heart of Skyrim (Harrowstorm, Stonethorn, Markarth)
3,500 Crowns - Gates of Oblivion (Flames of Ambition, Waking Flame, Deadlands)

They're listed alphabetically in the store, but I've listed them chronologically.

The chapter DLCs aren't included in any bundles, but you can still save by getting the available bundles and then purchasing any remaining DLCs separately. For instance, the DLCs in the Year Two Mega-Pack would cost 5,000 Crowns if you were to buy them individually, so buying the bundle saves you 1,500 Crowns.

Not the Crown store ones. I meant the Chapter DLC's, they were in packs before, most most likely not anymore.

Well, the Elder Scrolls Online Deluxe Collection: Gold Road includes all of the existing chapter DLCs (base game, Morrowind, Summerset, Elsweyr, Greymoor, Blackwood, High Isle, Necrom, Gold Road).

For anyone who stumbles on this via google and gets confused possibly.

Purchasing the latest Chapter Collection, which will always be titled "Elder Scrolls Online Collection: (Chapter Name)" gives you the current chapter along with all previous chapters. Chapters are ESO's version of an 'Expansion' as 'DLC' refers to sub-zones, extra dungeons, or other content in the store.

This Collection goes on sale frequently, Steam DB shows that it went on sale Sept 26 - Oct 8 2024 for half off, Nov 27 to Dec 4 2024 for 66% off, Dec 19 to Jan 2 2025 for 66% off, and the latest sale was Jan 23 to Feb 4th 2025. I'm unsure of other platforms (like Epic as mentioned) because the Steam sales coordinate with the official ESO website sales.

A quick note that, with the exclusion of the Newest Chapter (in this case Gold Road) a subscription to the game ($15) will net you access to the entire game for that month; all previous chapters, zone DLCs, and dungeon DLCs will be accessible to your account. This access does not grant you the ability however to create the Necromancer or Arcanist classes or to make an Imperial race as those are all permanent purchase capabilities. Depending on what you'd like to play as well as how much time you have available to play; this can typically be better bang for your buck. ESO+ also grants a stipend of 'Crowns' (the in-game cash currency) that you can turn around and permanently purchase Chapters and DLC's with so that you wouldn't need to stay subscribed to access that content.

The actual game DLC's very rarely go on sale; perhaps only a few twice a year or so during special in-game events. These are separate from 'Chapters'. Examples of these DLCs would be things like:
Dark Brotherhood (Mini Zone + Skill Line Access)
    Orsinium (Large Sub-Zone)
    Imperial City (PvP Zone)
    Wolfhunter (Dungeons)
    Dragonbones (Dungeons)
