Runebound mistake or bug?

So the text on the Runebound Tome containers says it CANNOT be traded, put in guild banks, or sold in guild stores... but it can be. So is the text wrong and it is meant to be sellable or is it bugged and not meant to be sellable? @ZOS_Icy or @ZOS_Kevin (sorry not sure who to ask).
