Here is a crazy bug in Stormhaven

I am currently running the zone quest Fire in the Fields with Ilambris and Mad Tinkers. I get close to these fires and it activates both sets, maybe ESO/ZOS should look into this? The fire is causing damage but the sets state when I do Flame damage.
