What can be done about the abandoned tutorial quests ?

Should the previous tutorial quests be transformed as part of the "prologue" quests ? I am talking about ...

Broken Bonds (Morrowind)
The Mind Trap (Summerset)
Bright Moons, Warm Sands (Season of the Dragon)
Bound in Blood (Dark Heart of Skyrim)
Gates of Adamant (Gates of Oblivion, Legacy of the Bretons, Necrom/Gold Road)
During the afternoon of Loredas, 6 Sun’s Dawn 2e578 a big piece of Aetherius fell to Nirn. It was the first major piece of Aetherius to fall on Nirn in more than five hundred years. It scattered around the world as millions of shards. It was rapidly documented by Lady Cinnabar of Taneth in her pamphlet Aetherial Fragments that "... when three shards meet, they re-form into a silvery prism by unknown process and confer the power unlocked by the merger to a nearby being." The Order of the Black Worm, commonly known as the Worm Cult, reappeared in Tamriel shortly thereafter and some of its members are avidly searching said shards.
In the last week of First Seed 2e579, an arcane explosion occurred in the Imperial City — a night of storms, and trembling terrain. They named it the "Soulburst". That day Emperor Varen Aquilarios disappeared without a trace. His wife, Clivia Tharn, ascended to the Ruby Throne as Empress Regent under the guidance of the Necromancer Mannimarco. Ushering a time of increased instability within the Empire of Cyrodiil which finally grew into “The Three Banners War”.

    I do miss some if those - particularly the fact that the events of the Elsweyr prologue are referenced in the story (“oh, like the dragonhorn at Star-Haven” for characters who didn’t go to Star-Haven) or the fact that the Greymoor prologue kinda explains the mechanics of doing Harrowstorms. But I realize that the other prologues didn’t go over as many mechanics, while the new (old?) Coldharbour one does hit more things and is relevant to the story.

    Balifera though would make a wonderful group dungeon at some point though…

    Nah. I really don't have any use for all that. The only one I even halfway enjoyed was Elsweyr.

    I wouldn’t mind seeing them turned into something like quest-unlocked hubs or player houses. Balfiera especially is a great location.

    I suppose they could add an obnoxious quest giver at the Main wayshrine in the Main cities.

    But I don't know why they would do that. once the tutorial is completed there is no longer any purpose for it. And funneling the tutorial back into the Main quest so the story now makes sense for every new character was a great idea. They already have quest givers for the proloques of the DLCs.

    I personally would have preferred to have Soul Shriven in Coldharbour to progress into The Gates of Adamant. And then the Vvardenfell, Summerset, Elsweyr and Western Skyrim portals in the Keywright's Gallery should've had choices to do start their respective storylines with the Chapter tutorial quests.

    I would like the area just to be unlocked so we can go there. I never did the new player quests for Greymoor or Elsweyr, or any others after that were not the Balfiera one. I would just like to see them.
