I'm not the only one, so. It was a shock when I saw her.

A daedra may be weird as Lyranth is for example, but this one is beautiful in a certain way. Ithelia is just wrecked.

She looks like she is from a different game, not designed like the other human/human appearing characters in ESO.
Though I wonder if that was the idea. Make her look other like. She's the prince of paths, maybe her look is what all humans in ESO may have looked like if the devs had chosen a different design for ESO characters. Or her otherness is a reference to her being removed from reality.

Yeah. Ithelia isn't supposed to look like a regular person imo. She's a Daedric prince who was sealed away from humanity. She should be odd compared to the normal humans. At first I was a bit put off by her look because of the animation issues. But once they said they were animation issues, I started to think about the overall design more. And I think giving her a more modern look is really smart for the concept of the prince of paths. She isn't just what is, she can see what will be. So, having her look not quite fit in with the other characters makes a ton of sense thematically.
