Yes, you only get one banner. Yours if you're the one casting it, or whoever's is the first you walk into if not.
Where Banner really excels is with the Class Mastery script, particularly for Arcanists. It will passively generate a Crux every 5 seconds, so (along with having Inspired Scholarship up) you're able to simplify your entire rotation to flail > beam > flail > beam > ... and have a full 3-Crux beam each time, and the fact that you're beaming that often means that your resources aren't under that much strain so the banner doesn't have much of a downside. The most popular Affix is Heroism, which also means that the banner bearer will also be able to passively generate ultimate as well.
