Why is Shield Throw Magicka based

Shouldn't it be a Stamina based skill -it is thrown...

Scribed skills resource cost is based on the damage type.

Physical damage types (Physical, Bleed, Poison, Disease) cost Stamina.
Magical damage types (Magic, Frost, Fire, Shock) cost Magicka.
