Absolutely not. Every character has their own set of quests not just for rapport but for the story of the character as well. Quests should never be account wide, apart from tutorial quests. If you don't want to see the quest pop up, just don't increase their rapport.
Easier said than done. The only way to not increase their rapport is to not use them at all.
And yes, each companion has their own set of quests. But those quests are guaranteed to have been completed if you have received their token. So the player has already benefitted from the story of said character. Requiring the player to revisit a questline that is no longer needed is akin to leaving a Nag mechanism behind.
There's no reason they can't change it up so that after you get the token, the quests only pop if you intentionally dig them out of the "Let's talk about our partnership" companion dialog.
The amount of rapport you get for just having them follow you around is miniscule. It would take forever to level rapport that way, especially since some of it will also be decreasing by doing things they don't like. If someone is frequently getting quests it's generally because they are doing the quests that are intended to give them big rapport boosts. And the only purpose to do that multiple times is to see those quests

I think they are at 8 companions (not sure why you would want them all on every character) so 57k x 8 =456,000 crowns
seems a bit wasteful this way but fairly reasonable if you did not want to have to unlock them in game

I mean its the same system they already have in place for those other things I mentioned. Why would it be unreasonable for this but not for those?

Doing the same questchain 20 times is a horrible gaming experience. Two new companions coming out is 40 questchains over and over again.

I've mistakenly had Azandar or Tan out while doing crafting dailies. Now I'm stuck with that annoying quest marker over their heads ><
