[Confirmed] Can Non-ESO+ accounts play ToT during Free ESO+ event?

During the Free ESO+ event, can non-ESO+ accounts play Tales of Tribute?
(I was surprised, but shouldn't have been, that you can't grab companions during that event, so want to check this.)

ETA: Yes, you can play ToT during ESO+. I successfully got Zerith-Var's favor with "complete any ToT daily quest" on the ESO+ event in Dec '24. [/ETA]

I was thinking about picking up Zerith for my non-ESO+ account. I'd forgotten about the 1 match needed for total achievement. So: when ESO+ is free once a year, can you play ToT during that time?
I would be fine with leveling his rapport by only using the Elsweyr Defense Force quests, if I can finish off the achievement during the Free ESO+ week(end?).

(Worth it for Heavy Sack Keen Eye, for me!)

I'm pretty sure that you can unlock TOT and any decks that are gated behind DLC content that the free event gives access too.
