Scribing Bleed DOTs (Lingering Torment) do not count target as "Bleeding"'

I've tested Travelling Knife, Wield Soul, Soul Burst and Torchbearer with the Bleed Focus and Lingering Torment Signature. Despite doing a Bleed DOT, the target does not count as "Bleeding" for Dragon's Appetite, unlike the DOTs from other skills like Twin Slashes and it's morphs.
