Haven of the Five Companions - Mannimarco's and Sai Sahan's keys not available this event?

As stated in title, when I go to the impressario, she only has the other three keys that I already have. Tried the one in Craglorn and RImmen in case they differ but they don't. What am I missing?

They should drop when New Life Festival rolls around.

As said above they will be at Impressario during the New Life Festival

New Life Festival is the last event, Doomchar Plateau also had all 5 fragments available during New Life (the 2021 event ticket house),
and the PTS patch notes mentioned all 5 keys being available:

New Life Festival
° It's that time of year again! Some new rewards to find in your presents, including the New Life Winter Storm Robes outfit style. Seriously, this thing looks so cozy. The new Snowglobe Surprise memento is also available from the Impresario and event reward boxes.

° Event tickets (3 per day) still come from any New Life daily quest you do, and the Impresario will have the final two fragments (out of five total) for the Haven of the Five Companions House.
