I think they might have made them less frequent and less predictable because ZOS don't want long-term players relying on them to get the ESO+ benefits for free, they'd prefer us to pay for it. The point of free trials is to let new and returning players see what it's like playing with ESO+ to try and convince them to buy it, or buy DLC they got to try out during the trial.
A lot of people claim we've had less new players joining recently. There's no way for players to know for sure of course, but if that's true there's less incentive for ZOS to run free trials.
Having said that my guess is the next time we're likely to get one is January. It will be 6 months since the last trial, but also the game is currently discounted for Black Friday which is likely to attract new players, and other people might get it for Christmas. By January they'll have had some time to get used to the game, so it would be a good opportunity to introduce them to what else they could be doing.
