30-minute penalty for quitting a BG?

I decided to try these new BGs again because of the weekly endeavor, but I was placed in a group with no one doing anything. Everyone was camped up at the start base and I was alone in the arena. I got fed up, obviously, and decided to abandon it to try again in 10 minutes. However, to my great surprise, I got a 30-minute penalty. 30 minutes???? Why? Is this normal? I had never seen it before. What's up with this game? Are there so many people playing these BGs that we can afford to have 30-minute penalties for nothing special? I'm both surprised and disappointed with this.
