Enjoy the ride, switch character to one of that colour or go to another campaign that does have it captured

Yeah, that's just the way it goes with the various PvP quests. There are a ton from the quest boards that are things like "capture the three towns" which can't be done if your alliance is in control. Or "flip this resource" which, again, can't be done if you already own it.

As @TaSheen said, check the other campaigns. Or have toons on multiple alliances, check again in a few hours, or move on to a different endeavor.

I don't PvP very much, but I appreciate that the endeavors are spread out across PvE and PvP.
I also have toons on each alliance for things like this, and I don't use Gray Host. YMMV

Also, if you're in a non-Gray Host campaign, it's easily possible to do quests in towns you don't own. It's easier if you have a sneaky toon, or have invisibility potions, but avoiding guards and just talking to the quest givers isn't generally hard. At least one quest giver in each town is approachable without guards standing right next to them, I think.

The main problem is other players, of course. I have about a 50% success rate when I encounter players from other alliances. I just hold block and don't move, trying to indicate I'm just questing. Sometimes they kill me anyway, but surprisingly often, they let me go on my way. I've spent a lot of time, esp during PvP events, in the towns which are full of players of all three alliances, peacefully questing around each other.

When I'm in PvP and trying this, I slot the "Bow Flourish" emote, which I also use to indicate I appreciate them letting me quest.

It's also critical to put away any combat pets when you enter town, or you'll accidentally attack the other players.

For Vlastarus you can sneak into the building with a questgiver.

Or just kill the three flag guards in the middle of town. You don't need to take the flag, that could alert the enemy faction, just get rid of those guards so you can grab the outside quest.

You might need to kill them again when you hand it in.

A town is easy to take over...just kill guards around the flag and stand there til it turns.
I'm not a big pvp player and sometimes that's all I do when the entire map is a different color.

I take over the town and to the quests and then leave.

I did the other endeavours, but as others suggested, even if the town is hostile, you can sneak into one of the buildings with a quest giver. The one that's further away from the flag.

Having three level 10+ characters of different Alliances solves the riddle.
It does not take long to get character to level 10.

It’s better to sneak than flip the flags on a campaign that is not dominated by your faction. The action will attract attention and bring others to the area.

I'm not able to sneak into the building. I've killed the flag guards outside the building, which shouldn't attract attention if you don't try to flip the flag, but it has usually attracted attention, anyway. So I don't bother with that questgiver unless my faction controls the town.
Sneak up to the Khajit Lady..

What I do is just ride up to her on my mount. You need to ride toward her from the side opposite the flag guards, and there's a patrolling guard you need to watch out for, but I find it better to ride in quickly, grab (or turn in) the quest, and ride out quickly.

Exactly! And if there are any players from the controlling faction nearby, keep your fingers crossed that they won't bother you.
