Thieves Trove respawn time longer than chest respawns?

I dunno but it looks like our Eastern European friends or nightshifters are emptying all zones from thieves troves before I start to play on EU server in the morning local time. At least the zones are almost devoid of any. While this is true for chests too it is not as bad as I believe the respawn time for chests is considerably faster than for thieves troves.
Could this be?
If yes: Can ZOS please align respawn time so as to give all people from all time zones at least similar chances to loot them please?
