Banner effect's don't seem to be affecting allies

When players run the new Banner scribing skill the focus script does not appear to be shared by allies, only the Signature and Affix (if applicable).
For the skill which mentions 'bring out a banner to inspire yourself and nearby group members' this appears to be a bug? or is it intentional that the focus script is not shared?
All testing was done in pvp so perhaps this is cyrodiil specific if it's working in pve?

✭✭✭✭✭which focus script were you using? i think the immobilize one in particular only applies to self, not everyone in rangeplays PC/NA

i have my main house (grand topal hideaway) listed in the housing tours, it has multiple target dummies, scribing altar, and grandmaster stations (fully filled out with current game), as well as almost every antiquity furnishing on display to preview them
in progress: acquiring mundus stones (currently only have the thief)
