What is this!?

Hi, today I'm experiencing for the first time one thing I didn't experience in ESO and I don't know if it's because of an event that started yesterday or it's a bug?

I'm trying to farm bosses in The Underweave (PD in Apocrypha), Lead can drop here and the problem I have is that when I kill a boss I can normally loot him, but then I go to the next one, kill him and there's a problem, no loot, his corpse is on the ground but no loot (not gloving corpse, just like empty corpse).
If I wait here for 5 minutes, the boss respawns, I kill him, suddenly I can loot him, ok I go to the first one, kill him and boom, no loot.
It seems that there is simply some time interval in which I can/cannot loot the bosses.

This is the first time this has happened to me today, can someone please explain what is going on?

    I don't know that specific location, but the general rule is that to repeat loot a boss it needs to be on a standard circa 5 minutes respawn, and if it respawns early - for example because another player has arrived and for him it's the first spawn - then you won't get any loot off that particular respawn.

    What Tandor said except bosses normally give a pittance of gold even if looted early. This one apparently doesn't.

    Public dungeon bosses are generally separated in loot groups. And those loot groups are independent in their drop cooldown.

    Say, you have boss A, B, C, and boss D, E and F. Killing boss A starts the cooldown for all bosses A, B and C. If you go and kill a boss from the second group, you will get loot there as well, but will start a different cooldown for the second group.

    While the first group cooldown is active, you won't get any loot from any of the first bosses, even if you had never killed them before in your ESO life. The trick is to either just figure out which ones are or are not in the group, and switch between them. Or, just camp a single one and kill it every 5 minutes.

    Loot has a global cool down, if you defeat the next boss too quickly you won't get anything.

    Like in my mentioned PD there are 5 bosses + group event boss, I've tried practically 4 of them (2 and 2 that are closest to each other) and it just seems that if I kill second one before 5 minutes from killing the first one I have no chance of any loot (no gold, nothing).
    As if there was a restriction that you can only loot every 5 minutes. (bosses)

    Before (I don't know, about 2 months ago?) I used to farm PD and kill bosses that were close to each other, for example I killed a boss, looted him, went to the next one, killed it (about 2-3 minutes after killing the first one), and I was always able to loot it just fine.

    Like yes there should be a division into groups as Shawn_PT writes but I don't know..
    I find it hard to believe to this... :/

    Anyway, if it's like that, it's a pretty *** thing in my opinion..

    Five minutes between loot with public dungeon bosses. I have noticed that some public dungeon bosses are grouped, so if you can figure out the grouping you can loot two different bosses every five minutes. If the public dungeon bosses in the Underweave were giving loot one after the other every two to three minutes a few months ago, that would be like a game bug, and if ZOS found out about it, they may have (silently) patched it.

    At one point, a few of the bosses in the Underweave were not dropping any loot at all, no gold or anything. I don’t know if that ever got fixed.
