With most achievements available for all toons if it has been accomplished by one I think it makes zero sense to hide the achievement item seller like Martina Ocella from Tideholm for toons that have done the specific quests.

My master crafter and home building character would like to talk to her without the need to do the zone quest of Southern Elsweyr.
