Are Witches Festival Writs still in game?

I was doing a bank cleaning and have about 13 Witches Festival Writs. Are these Writs still valid?

Pretty sure you can do them any time but to be safe the Witches festival will be in just a week or so. if you want to sell them they would be worth more during the event.
