What can you even say about that kind of RNG? I figured that it would be a good time to work on completing the codex for West Weald, so I've been buying up maps left, right, and center. I managed to snag one of each of the different furnishing leads from the treasure maps at a roughly 1:5 ratio of leads to maps, but now that I'm on the second entry, I've hit a run of 20 consecutive maps dug up without getting a single lead. RNG may be RNG, but that's downright unacceptable, and seemed like a good reason to dashboard and go play something more else.

I have a 3/3 for every thing from Treasure maps. Spent a total of over 4 mil gold on maps (most of them were bought before the event so the price was around 30k per map), for the last 5 leads to complete the 3/3 on everything I had to buy around 70 maps (thank goodness there was already an event...). On average I had about one Lead every 15 maps.
For 1/3 lore or the first dig, you can get Leads easily (from what I've heard, for the first Lead there are chances buffed), but after that it's much worse. I don't understand why there are so many Leads in West Weald in Treasure maps, why some of them are not in Treasure chests for example..
Also, don't forget to "block" the gain of Leads where you'll already have 3/3 so, yeah, if you want full codex 3/3 you'll need a lot of maps.
Wait on those maps. Golden Pursuits (new thing coming u44+) is going to increase the likelihood of getting the rare things (incl. leads) you're looking for from various activities like looting chests, fishing, etc.

I reaaally hope that isn't true... I don't know how to prove it other than zos outright telling us... But if it is true then that would explain why some days/characters have better "luck" than others.

I mean you're not wrong, but at the same time, the RNG in ESO is arguably the worst of any MMO that I've ever played. I have run DSA well over a hundred times and that has only netted me the lead for the DDF one single time. I honestly don't have the inclination to keep running the some of the worst content that this game has to offer for a minuscule chance at a lead. What makes it ever more infuriating is watching my group get the lead over and over again, sometimes where all three will get the lead, whereas I will not. I've tried running different characters. I've tried sacrificing goats. I've tried praying to RNGeezus. Nix, no, nada, nothing. NO BUENO.

Got 2 West Weald maps from reward boxes, the first had no lead and the second had a lead for that big Ayleid tree. Come on, you can get that lead from just about anything else! I still don’t have the medium size Ayleid tree and a bunch of other leads.

If that's honestly the way that ESO works, then I need to reconsider whether or not this game is worth continuing to play. My RNG feels hopeless most days so it must be nice to play the game with great, or even average RNG.

Yeah, the level of grind for events is just too much now. I'm done.

10 maps no lead here
I wish I would have stopped at 10 maps, because digging up 30 consecutive maps with zero leads was the straw that broke the camel's back. Between the insanely poor lead drop implementation and nonsensicle RNG, I'm just fed up with grinding and grinding and grinding with little to no reward. The game has gotten stale, and the new features are just more of the same old mind-numbingly boring grind. I really wanted to try and complete the codex, but honestly it's just not worth it.
