Population Cap Testing - What Was The Purpose & Results Of This (And Other) Tests?

Generally speaking (not just Cyro) there have been numerous tests over the last few years that ZoS has done.
We are coming up on close to a year since @ZOS_BrianWheeler made the thread about the PC/NA Cyro pop cap tests. Since the tests there hasn't been anything put out that even hinted at what the reason behind the test was for. This goes in line with various other tests over the years ZoS has done.
Can we get some answers from zos on what the reason for the tests were and results of said tests were?
(Again this is not isolated to Cyro so please don't move this thread to the Cyro section where it will go to die).
