They were likely added to comply with lootbox and gambling laws in some countries, and Microsoft's own lootbox policy (that items provided in loot boxes must also be made available through regular gameplay).
And on zos' end, endeavors are also used as a marketing tool (there is a west weald event starting tomorrow - they WANT people to be in that zone and to buy the chapter); and the upcoming patch is based around battlegrounds (so they likely also want to encourage more players to run those).
Considering all of that, I think they generally do a good job of including choices most days and weeks that are accessible to the vast majority of (or all) players. At that point, one simply has to choose if the endeavor is worth the time it might take.
It's unfortunate when the endeavors don't align with one's desired playstyle every time, but none of us is the main character. Ultimately, if the options are not worth the effort... one doesn't actually have to do them.

The dungeon pledges don't count for this endeavor. The only Undaunted daily that counts is the delve quest from Bolgrul, the orc who's standing inside the Undaunted structure where all the trophies and treasure are strewn about. A delve quest should be easily doable, since you don't need to find a group for it.

And this is basically logical: you attract players who don't have DLC with a tasty event, give a discount on DLC - you get more profit, because it's in people's nature to get profit.
There was a discount on the "Any Race, Any Alliance" set, I bought it because it was a good price, even though I don't really need this add-on.

Hey I hear ya, I'd like everything to be cheaper or free. The good news is, West Weald will very likely be on sale once the event starts.

I think ZOS should remove PVE quests and instead try to promote PvP by incorporating it into the endeavors. theirs way too many PvE activities in the endeavors as it is.
