if a player is combo dumping because zos lack of knowledge about lag and exploiting this ,
we should be able to anti-cheat and use what ever methods we can.

What you call lag switches are just burst combos made by players who, like me, have nothing better to do than practicing pvp. The skill ceiling in this game is so high that you can spend years pvping and still get destoyed by someone who's better than you but, through hard work, you can also be one of those lag switches users and eventually get hate whispers accusing you of cheating. (alternatively, you can just play magsorc and skip the years of training)
