Trying to parse, and randomly my skills when placed or used do not have their secondary effects activate. This includes things like Arc Flail which shows the animation but does not increase crux.
Here's a short clip. You can see that the initial damage is popping, but the DoT isn't applying, nor is bar timer activating.
